The Motor Vehicle Division performs services as an agent for the State of Colorado and is responsible for the titling and registration of motor vehicles in Douglas County. The Motor Vehicle Division also is responsible for the collection of taxes and fees as set by Colorado law.

The recording division is also responsible for issuing marriage licenses in Douglas County and is also a passport acceptance center.

Responsibilities of the Clerk & Recorder are:

- Clerk to the Board of Douglas County Commissioners
The Douglas County Motor Vehicle Website was updated on May 22, 2009. The website was designed in a more user-friendly manner that allows citizens to more quickly find the services and information they need. In addition, new legislation that increases vehicle registration fees and late fees is reflected on the new website.
The new DMV website also has several interactive features such as a change of address form, customer comment form, reporting expired license plates, and more.
County residents living and working in the southern areas of Douglas County can renew their driver’s license, change their address and get a Colorado ID at Douglas County’s new Driver’s License Office at 402 Wilcox St. (north of the B&B Café) in Castle Rock. Hours of operation are Monday through Friday from 8 a.m. to 5 p.m. Fees are $21.00 to renew a license, $10.50 for a Colorado ID and free to update any address information.
The Castle Rock Driver’s License Office will not issue new driver’s licenses, learner’s permits or driver’s tests. Citizens will need to visit the Parker or Littleton facility for these services.
According to Carolyn Ringler, Motor Vehicle Manager, “Citizens have been requesting the re-opening of a driver’s license office since the State closed its Castle Rock office in December 2002 due to budget constraints. Since that time, the County has grown by an additional 50,000 citizens resulting in a growing need for these services.”
The County contacted the State to determine if it would be possible to partner in re-opening an office in Castle Rock to meet the growing demand. The State agreed that the County could act as its agent and supplied all equipment and computers for the new facility. All employees, office space and operating costs were provided by the County.
“The County will assess citizen use of the facility, and thus the financial feasibility of the operation over the next three years to determine the long-term viability of this location,” said Clerk and Recorder Jack Arrowsmith.

The Douglas County Clerk and Recorder’s Office is now accepting passport applications and can take passport photos at the Wilcox Building at 301 Wilcox St. in Castle Rock between 8 a.m. and 4:30 p.m., Monday through Friday.
“We are very excited to provide this new service to the citizens of Douglas County,” said Clerk and Recorder Jack Arrowsmith. “The ability to apply for a passport did not previously exist in the Castle Rock area.”
